Since my return I have been reading
the recent correspondence about the imposition of
rines on 3ritish shipping in respect of unmanifested
cargo, terminating with your letter of December 90th.
I do not think any useful pur note vill
be served by our continuing the argument shout the
rulings and oninions of the eighteen sixties, though
the researches which have been sade in our archives
provide asle material if it is necessary to do so :
The facts of the immediate issue are
not, I think, really in dispute, nwaly that the cus-
toms have for many years been maforcing payment of
fines by administrative action beaed on the Annus 1
Guarantee Bonds; and that such setion hsa, in our
Sir Frederlok ?. 20, I.*.*..
